Six boxes, about thirty seconds. You pick when to be called back, and that is when the phone rings.
Or call (520) 521-1268One flat trade permit covers a like-for-like water heater, a sewer or building drain repair, or a water service line, including two inspections.
Two or more items on one plumbing permit cost $118.51 for the first plus $20.70 for each one after it.
Tucson Water charges $2,700 for a new service line and meter where pavement is replaced, $1,740 where it is not, and $450 to $560 to set a meter on an existing service.
May 2025 median for the 1,170 people in the trade across the Tucson metro area, a little over half the San Jose figure.
Every range below is what companies working in Tucson publish for that job, gathered from the numbered price pages under the table. It spans what several of them show, so the figures move with the specifics of the property and with who does the work. Nothing here is a quote, and no business has set a price on this page. A real number comes from whoever looks at the job.
| The job | Range seen | Billed as | What moves it |
|---|---|---|---|
| Getting a plumber to the door and the fault identified | $49–$170123 | per visit | Some Tucson shops post a flat diagnostic, others a trip fee tied to distance. Ask which one applies and whether it comes off the repair. |
| Clogged drain cleared, from a lavatory line to the main | $29–$800456 | flat | A sink or tub clog sits near the bottom. A main line stoppage behind a wall or under the slab sits at the top. |
| Forty gallon water heater replaced, permit and inspection included | $900–$4,0003789 | flat, unit included | One Tucson installer posts an all-in figure with the city permit and inspection inside it. Tankless conversions leave that band entirely. |
| Slab leak located and the line rerouted around it | $1,075–$3,87581011 | detection plus reroute | Totals add the posted detection charge to the posted reroute band, simple through challenging, on the same company's list. |
| Sewer line replaced, spot repair through full line | $280–$15,000111213 | varies with length and method | Caliche and rock make trenching slow here, which is why lining is quoted per foot against a full open cut replacement. |
| Whole house repipe, PEX or copper | $4,500–$25,0001415 | flat | PEX in a three bedroom house sits low with permits and patching included. Copper in a larger house is the top of this range. |
Prices each of these companies publishes on its own site, read on the date shown in each listing. A published price can change without notice, so treat a number here as what was posted rather than what you will be told today.
This city is unusual in how openly local shops publish the cost of simply showing up, and they do it two ways. Some post a flat diagnostic charge in the double digits. Others post a trip fee scaled to distance, then bill labor hourly on top. Neither is wrong, but they produce different invoices for the same failed water heater, and the difference is whether that first charge is credited toward the work.
The second number is the permit. Replacing a water heater like for like, repairing a building drain or sewer, or running a new water service line takes one flat trade permit fee of $118.51 under the City of Tucson adopted development services fee schedule, including a half hour of review and two inspections. A second item on the same permit costs $20.70 rather than another full fee.
Ranges on underground work here are wide for a geological reason. Much of the Tucson basin sits on caliche, a cemented layer that behaves less like soil than like weak concrete. A trench a crew opens in a morning elsewhere can take a day here. That is why sewer replacement here is quoted per foot with a wide band, and why trenchless lining, needing two access pits instead of a full trench, gets proposed so often.
Water chemistry does the rest. The supply here is hard, and scale builds inside water heaters, so a tank never flushed in a decade often fails as an appliance rather than as a plumbing problem. This is also a comparatively inexpensive labor market: the May 2025 median for plumbers, pipefitters and steamfitters across the Tucson metro was $28.40 an hour across 1,170 workers in the trade.
Anything involving the meter or the service line brings in the utility as well as the plumber. Setting a new five eighths inch meter on an existing service is billed at $450 or $560. A new service line with a meter runs $2,700 where pavement has to be cut and replaced and $1,740 where it does not. Those charges are the utility's, not the contractor's, and belong on their own line rather than buried in a labor total. Anyone quoted a lump sum for a new water service should ask which portion passes straight through to the utility.
A real estimate names the diagnostic or trip charge and states whether it comes off the repair. On a water heater it states capacity, fuel, whether the tank is included, and whether the city permit and its two inspections are inside the figure. On drain work it names the access point and the tool. On sewer work it states linear feet, method, depth, and who restores the surface. On a repipe it names the material, because PEX against copper moves the total by five figures.
The pattern to watch in this market is the drain special that turns into a sewer proposal on the same visit. A low advertised clearing price gets the truck to the driveway, the camera goes down the line, and the homeowner is looking at a five figure trenchless quote an hour later. Sometimes the line genuinely is broken and root intruded. What a camera cannot show is urgency. A recorded video, a written locate with depth and distance, and a second opinion are all reasonable before authorizing excavation, unless sewage is coming up inside the house.
The other pattern is a tankless conversion sold on a routine tank replacement call. In a mid century house here it usually means a larger gas line, new venting and a circuit, none of which is in the headline price.
Average cost pages price the part and the labor. They leave out the flat trade permit and its inspections, the utility's meter or service charges, breaking through caliche, cutting and replacing driveway pavement, patching drywall after a repipe, and hauling away an old tank. They also ignore August here, when every shop is behind.
If water is escaping, wastewater is rising, or most fixtures have lost service, arrange an emergency plumbing dispatch. Keep the area safe, tell the scheduler what is happening, and get the repair scope and price at the property before work begins.
